Another person used the urinal directly beside the person asking even though several usable urinals were open farther away.

RULING

This is a clear violation of The Empty Urinal Requirement. Several open urinals offered reasonable spacing. No emergency, prior agreement, or genuine need was shown. Choosing the neighboring urinal ignored available distance and placed the entire restroom arrangement out of order.

REMEDY

On the next visit, the other party must choose the open urinal that creates the most reasonable space. One silent nod of correction is permitted at the sinks.
